Mark Frisse is the Accenture Professor of Biomedical Informatics at Vanderbilt University. He is responsible for coordinating regional, state, and national projects aimed at the application of information technology to advance patient care. Working through the office of the Governor of the State of Tennessee, he is director of one of the Nation’s six AHRQ-funded state and regional demonstration programs in health information technology, focusing on the development of a comprehensive health information exchange system for southwest Tennessee. He is also supports activities sponsored by the Markle Foundation, the Agency for Healthcare Research and Quality National Resource Center, the American Medical Informatics Association, and the eHealth Initiative.

The MidSouth eHealth Alliance is an operational data-sharing initiative governed by a non-profit corporation involving all major hospitals and some managed care organizations and ambulatory clinics. Since initiation in May, over 900 thousand medical records are available to physicians in the four principle emergency departments. Working with over 50 stake holders over many months, the Alliance implemented a comprehensive set of data-sharing and user agreements based on the Markle policy framework. Patients can "opt-out," all access is audited, and data use is highly restricted. Copies of the data sharing agreements can be retrieved from:
